During working hours, usually within an hour, at the latest by the next business day. If your project description is long, you'll first get a short email with a few questions, then a concrete proposal right after.
No. We usually start with a few sentences about your business, who you're talking to, and two or three sites you like. We'll sort out the structure, copy and materials along the way — that's part of my job.

I work Monday through Saturday, 07:00–21:00, so Saturday isn't a problem. If you need a time outside those hours, just ask — we can usually work something out.
